I'm calling BS on the increased speeds being a significant factor. Sure, aerodynamics have gotten a bit better, but all the aero tech in the world doesn't change the fact there's a lump of un-aero human in the middle. If speeds coming into corners on descents are up by 5km/h I'd be surprised.

Make 'em all ride Huffys. That'll slow them down and have the secondary benefit of stopping all those pro-bike thefts. They do a very nice beach cruiser with a handy basket on the front. I'd love to see the peloton huffing up Mont Ventoux on those.

there would be 'interesting' rollover and braking load vectors on the novbyx rear axle, but the sliding BB design could be a novel solution for belt drive use.
