It does seem inappropriate. I think it's perfectly reasonable to ask the driver why they beeped their horn if there's no obvious imminent danger....
I inherited an old Peugeot racer back in the early 80's so probably 70s vintage and It had dual pivot rim brakes long before Shimano 'invented'...
