"The Stig".
I suppose that anyone wearing a Simson helmet and a white fireproof racing suit qualifies as being "The Stig" if they are filmed by the official BBC unit.
In addition to whoever it is that drives the supercars round the Top Gear track at a zillion miles per hour, I wonder how many people have been "The Stig" for the show's many more silly challenges, such as the one where "The Stig" took public transport?
I expect that Urban Arrow's bike was actually ridden by one of Urban Arrow's couriers, with the addition of a suitable helmet & coverall.
Just a bit of fun, I suppose but there may be a serious point. Central London is clogged all day with white vans. Clearly some are carrying much more than a cargo bike could but is that true for all of them? Even replacing 10% could make a s(t)ignificant difference, and the ability to cover greater distance in the same time offsets the bike's smaller load capacity. A bike also wouldn't cause the same hold ups by blocking lanes when parked.
