My first comment on this one is that the sentence is very interesting, and I think that there are various background factors.

Not really enough info to say what’s happened with the sentencing. The sentencing would most likely be 18 months, then a one third discount for the guilty plea to take it down to 12 months. This would suggest it’s been put in the highest categories for both Culpability and Harm. The starting point is a 12 month sentence (before discount). “Victim was a vulnerable road user” is an aggravating factor, I don’t know if that would be enough on its own to account for the extra 6 months.

There was a suggestion in the video that this will somehow ruin the driver’s life. They’ll be out of jail in 6 months, then another 12 months of supervision, at which point their life is almost back to normal. The driving ban will expire 2 years after they get out and the driving conviction will be spent after 5 years.

it’s astonishing how many people whom one would not have suspected of having a familiarity with the works of Shakespeare seem to know that quote, but very few seem to know that it comes from Polonius, the “tedious old fool” and garrulous windbag who is wrong in virtually everything he says and does.

To fully understand Shakespeare you need to read him in the original Klingon.

    Car tax in France is

Car tax in France is interesting reading. There’s a huge one-off tax to register a heavily polluting car. There’s also a one-off tax of €10 / Kg for every Kg over 1800 Kg, so a 1900 Kg car would cost an extra €1000 to register (EV’s don’t have to pay).

    The Cycle Racing on Highways

The Cycle Racing on Highways Regulations,1960

Private roads are usually not Highways*, so the above law probably doesn’t apply. It is a road though, so the laws on dangerous cycling, etc would apply.

    * for a private road to be a highway the public must have 20 years’ uninterrupted use of it, usually the owner will close the road one day per year to prevent this.

    I’ve done a couple of

I’ve done a couple of Duathlons, which were on public (open) roads, I didn’t feel that either was dangerous. However, for those events there were risk assessments, a briefing beforehand, marshalls on the course, equipment inspections, etc. They also took place early on a Sunday morning with almost no traffic on the road.

I haven’t watched either video, I’d probably say borderline not OK. My biggest concern would be civil liability for the organiser / lack of event insurance.

Are Broxbourne Council a Local Highways Authority?

If not, does that mean that a District Council can do this?

    Ooooooohhhh !!!

There are limitations on creating a PSPO that restricts a public right of way over a highway (see Anti-social Behaviour, Crime and Policing Act 2014). But AIUI a right of way is the right to pass over someone’s land and does not include the right to park on it, also a footway (pavement) is generally something that the public have a right of way over while travelling on foot only.

I can see plenty of posts

I can see plenty of posts from Driving Instructors saying that if you’re turning right you give way to someone turning left or going straight on. e.g. https://www.wimbledondrivingschool.com/right-way-crossroads

However, as far as I can see the Highway Code makes no mention of this. Rule 172 states:

The approach to a junction may have a ‘Give Way’ sign or a triangle marked on the road. You MUST give way to traffic on the main road when emerging from a junction with broken white lines across the road.

Which would imply that whoever gets there first has priority.

Viz isn’t as funny as it used to be, but there are a couple of good strips this month. Roger Mellie goes on a Speed Awareness Course and in The Male Online the local council introduces a ULEZ.
