There’s a long-shot method you could try using Strava. You create a short .GPX route that is in the opposite direction to the cyclist. Then use a GPS timestamp editor to alter the time and date so that it would have passed the cyclist. If the rider was using Strava and had Fly-By enabled, then you ought to see them.
Another option is to create a route in the direction of the cyclist that goes through a Strava segment. You might see them in the leaderboard tables for that day/week. Bonus if their uploaded activity is titled ‘got knocked off my bike’!

Just upload the video footage
Just upload the video footage to the police portal. They could deal with the driver without needing the cyclists details, and if the cyclist contacts the police about it, then they’ll have the footage.

Parking courtyards should be
Parking courtyards should be banned. The new estate near me that has them, hardly used, yet cars parked all over the very narrow pavements.
In this design they’ve got what looks to be a nicely direct cycle lane running through, devoid of pointless meanders and 90 degree turns. But it’s ultimately useless as a transport solution as it doesn’t connect to anything.

The new housing development
The new housing development in our town extends across fields right up to the secondary school. However, the original plans had no pedestrian/cycle access to the road next to the school! Kids would have been forced to walk a 1 mile detour. Thankfully sense prevailed and the council planning department ensured a path was added to the plans. But it just shows how little consideration is given to pedestrian access by the site architects.

Generally, it’s considered the point at which the wheel crosses the line, but it’s rarely clear-cut and other factors such as vehicle speeds etc. will be taken into consideration.
It looks like a difficult junction for a car to turn right from, you’ve got poor visibility to the right. I doubt many drivers would consider cyclists joining from the cycle path, which is also very poor visibility (any approaching cyclists would be obscured by a large bush).
I suspect the driver didn’t see you until they were pulling out, then accelerated to try and get out of your way, before seeing they couldn’t pass the bus and slamming on (maybe assuming you would be in the cycle lane).
Glad you’re ok. I’ve done a similar thing before, following a turning car into a side road which is uphill. I got too close to the back of it trying not to lose momentum up the hill and expecting it to accelerate, then they decided to just stop suddenly. Ended up sprawled over their boot!

A Waze type app that allowed you to quickly log road defects, traffic levels, close passes, etc. would be interesting.

Googled camera lens scratch
Googled camera lens scratch removal and quite a few recommended brasso.
Used a bit of damp kitchen towel, 5p sized splodge of brasso and swirl motion. Starting off quite firm pressure, 20 mins of furious rubbing ensued! Re-applied the brasso a few times, using less and lighter pressure towards the end. Removed residue with a wet cloth and buffed dry with the sleeve of my cheap polyester fleece!
I didn’t take a ‘before’ photo of the scratches unfortunately, but you can see how scuffed the plastic around the lens is. The lens wasn’t that bad, but you could see scratches on it. Now it looks clear to the naked eye, although there are still some very fine marks there when you zoom in.

I don’t think you can rule out the freehub body. It does sound like that could be the problem.
