Note that he was also ordered to carry out 250 hours' community service, so he's been 'grounded' for some weeks. Does one assume he was working from home, and couldn't contest a ban?

Neatly demonstrating the relative value of the life of a cyclist; less, much less than a few bruises on a policeman.
Pretty much, prison is essentially reserved for violent and persistent offenders.
Prison is very expensive and doesn't do much to rehabilitate, not convinced it does much in the way of deterrence either - most people believe they won't be caught so don't consider the consequences. I don't see why we can't have lengthy driving bans though.
