I did try to get some cheap
I did try to get some cheap bars like that from AliExpress once upon a time, but they had really poor build quality and cracked whilst tightening up the headset screws (with a torque wrench up to 5Nm). I then removed them without trying them as I’d lost any confidence in them.
These are a different brand and seller, but I wouldn’t trust them at that price.

Haven’t tried it myself as I rarely make espresso and have odd hand-powered equipment for when I do (Nomad or Wacaco).

I had a similar scenario this morning. I was keeping pace with a line of moving traffic and a small van was slowly overtaking me except there wasn’t enough space for him to fit between me and the car in front, so I maintained my speed and position and shot him a derisory look and a not-so-under-my-breathe “fack off” as I do not want to be cycling with a vehicle 1-2 feet by my side. I got back in front and then made sure that I was in primary enough so that he didn’t have room to try that again. I often go along that road and I have no problem with vehicles overtaking me along it, but I’m not having them box me in.

I’m not so sure that it’s a complete fail, as it gets drivers more used to dealing with two-wheeled traffic. Unfortunately, a lot of scooter riders are now getting abuse from a minority of drivers (no surprise to us cyclists, then) which will undoubtedly add a chilling effect to people wanting to change how they commute. I’m hoping that as scooters become normalised, then more motorists might weigh up their finances and decide whether they really need to own a car or not.

I haven’t encountered a Tesla
I haven’t encountered a Tesla, but have seen a few electric cars and haven’t really noticed whether they’re driven well or not (which probably means they were well-driven).
The tyre noise is usually quite noticeable, though I have been surprised a couple of times by using my handlebar-end mirror and spotted a close vehicle that I hadn’t heard approach. Personally, I much prefer a quiet, non-fumey electric car to a noisy, fumey car.

After a little bit of googling, it appears that 48 spoke rims are probably going to be the best bet (they’re usually marketed as tandem/touring rims). Find a local recommended wheel builder and let them build up a pair of super-strong wheels. Touring tandems are often built to support two people and a heavy bike-packing load, so it should be quite feasible to get sufficiently strong wheels.
