I have a broken RS685 lever that I am looking at repairing. The seal around the mineral oil reservoir was leaking. There are knack all parts available to do a fix (i wanted the reservoir and gasket but the LBS says that Shimano dont do them as spares)

The brakes were disconnected by my LBS and been sat in storage ever since. All oil was drained and it is disconnected from the caliper.

I picked up the lever and noticed there is barely any movement in the lever. What I want to know is if this is because there is no fluid in the lever/reservoir or there is a bigger issue? Prior to disconnection there was nothing wrong with the lever.
