In ferraris case he still wouldnt be last over the line which should be the pre requisite for scoring points rather than scoring when disqualified.
Phinney was last home but because he crashed in the last few kilometers he gets the same time as the group he was in. It's to stop those GC contenders caught behind sprint crashes from losing time. Hence Phinney is last man home but doesn't lose any time.
when someone is relegated they are scored as last place on the group they finished with. so ferrari is listed as 192nd at 0:00, ahead of a few stragglers.

Ok, how about this one? Today, Phinney is shown as the 198th place finisher, but at the same time as the winner because his crash occurred within the final 3 km. Gianni Meersman finished 197th on the day, but at 5:25 back. Which one is the last man home?
You are correct. The last man home on the stage and not the lanterne rouge.
So Hermans was last home today, he gets 10 points, he might not be last home tomorrow, so its anyone's guess as to where that 10 points will go.
I don't know if he was involved in the crash on the last corner aswell, but most of those guys that were showing as 3/4/5/6 minutes down, should be back at normal again before stage 3 because it was within the last 3km
