It’s complex because the public consultation came down strongly in favour of a ban (I suspect) but the Government is like the bad parent of a toddler and lives in fear of the tantrum iof they try to tell those drivers who currently park on the pavement that they have to stop.
Sadly this will not change following their replacement at the next general election, because all parties are terrified of the drivers’ tantrums.
The longer it’s left, the worse the tantrum is going to be.
