Err if you can't do a simple 3 point turn, then you should not be driving or the road should be shut.
But you can't shut the road that would confuse drivers and cause accidents

This one apparently led pursuing Police Officers on a 100mph chase. It went rogue after crashing itself into a barrier and then headed into the city where it drove through a red light, attacked several Police cars (presumably grazing peacefully near a water hole) and nearly hit some pedestrians.
