West Yorkshire's abysmal plans for cycling

I have been following the West Yorkshire Combined Authority's (Leeds, Bradford, Calderdale etc councils working together on shared interests) plans for transport, and their vision for cycling would be a joke, if it wasn't so seriously bad.

 

Their vision for 2026 (to be found here: http://www.westyorks-ca.gov.uk/ytys/) includes:

-a increase of cycling commuting to a whopping 1.6% of journeys. By this rate, Leeds will match London's current level of cycling by around 2086, and Copenhagen's current rate by around 2516.

-no commitment at all to any new high quality cycling infrastructure, but they do include some praise for the woefully inadequate Leeds-Bradford cycling 'super' highway. Instead, there is a commitment to publicity campaigns to promote cycling.

-but plenty of commitment to new bypasses and road developments to ease congestion.

Leeds was known as the "Motorway city" in the 1970s, and tragically, the mentality hasn't changed.

of course...its a headline initiaitive that does nothing in reality.....said many times LCC should be concentrating on some of the main feeder roads to the city centre

This is largely driven by Leeds, whose councillors have been fanatically pro-car for decades. Despite there being huge numbers of non-car-owners in West Yorkshire, the authorities are not willing to spend money on anything other than motor infrastructure.

Raising cycling numbers is something the authorities are just not interested in. Setting such a low target allows them to pretend to be working to improve the lot for bike riders, so that they can pretend to be a modern, forward-thinking council, but achieve the useless target without doing much.
