You can reduce the risk further by not cycling or banning cars or improving infrastructure.
Why are you going straight to the bottom of the hierarchy of risk control pyramid ?
Not sure what a non-sporting cyclist is. I’d have thought they were more likely to have reflectors on pedals, handlebars, rear, wheels unlike ‘sporting’ cyclists plus a lot of ‘normal’ coats have some form of small reflectives on them.

Succumbed to an ebike 11 speed 11-42, 46F. Was great getting home against a massive headwind.
The dry tech fenders are a great shape and I’m surprised they don’t come as part of the build.
The insurance company asked me how fast does it go – ‘well, I have done just over 30 on it, but it really depends how fast you pedal and whether it is downhill’
They insist I lock to something in the garage, so a hiplock ankr is due today.
Also just had to buy a new roof carrier as I suddenly realised the current would not fit around the wide down tube !

Looking at the photo and thinking about litter picks I have been on, the person would have been wearing hi viz.
“The spokesperson added that due to Covid-19 restrictions the council was currently unable to loan equipment to support litter-picking activities.”
All they have to do is leave the pickers outside for 72+ hours and tell people to wear gloves.
