Also the regressive element is really around a very small % of owners, so you are arguing from an outlier.If you want fairness, then you are looking at a local income tax.

You are ignoring the effect of RSG which smooths out the differences in asset values. Also council tax can vary becasue people voted for a higher level of service.
Your % approach would have a negative effect on those who are asset rich but cash poor whose asset has appreciated due to external factors.
I think the current band approach is a reasonable compromise of asset/income but it is way out of date with no sign of a review.

The driver of this HGV was found guilty at court this week of driving without due care and attention.
They were sentenced to a 6 months disqualification, 8 endorsements on their licence, fined £415 and will have to pay £152 in costs and Victim Surcharge. https://t.co/IoLWZXeHgB
