The New Forest is cleaved in two by the A31 with traffic including walkers and cyclists funnelled into just a few crossings. This continues all the way eastwards, with a few underpasses and one other road crossing.

Eastfield Road runs north-south on both sides of the A31, on the northern side Southampton Road forks in two to join the A31 in either direction – you’re mixing it with drivers who think they’re still on an exclusive slip road.
The least worst crossing is the pedestrian bridge to the west, next along is a dual carriageway flyover roundabout combo, next along is some very windey narrow footpaths under the dual carriageway.

But reading the article, the bit he was parked in wasn’t flooded. It was

So he was – IMO – quite correctly fined for parking on a (not flooded) area of road with double-yellow lines.
My normal (legal) parking spot was unavailable [insert reason if it will add pathos] so I parked here instead – that’s all right isn’t it?
