The scoring system will probably evolve, in fact suggestions for additional points can be made, but for starters:
Score one point for each of:

30 mph limit /residential road

Tempting to ascribe this to “CHANGE!?!” … but as you note there are good reasons to keep the public realm as consistent as possible.
OTOH that didn’t in the past (hopefully) stop local authorities coming up with all kinds of woeful or even dangerous improvised active travel infra rather than using well-tried designs. Perhaps a case of “we have to allow *some* appearance of local autonomy so let it be in places where it doesn’t matter / we don’t care”?
Most know very well that such DIY would very quickly lead to bad consequences (and lots of expensive court cases) if done for motor infra. But we don’t care about cycling (and much about active travel) so encourage them to get their crayons out because “obviously local communities know what works best for them”.

So a pedestrian crossing is defined in part by its road markings (TSRGD 2016). But the DfT have a long standing view that “coloured surfacing is not a road marking”. So what is it? I’m guessing that the DfT’s original view was related to single colour surfacing (anti-skid or cycle, etc. route), not looney tunes stripes.
Considering the number of people who admit to have no idea about longstanding road markings, the idea of introducing random variations at the whim of individual LAs seems foolish at best.

If it’s “rainbow crossings” also “maybe?”. It’s been done officially in the UK but that doesn’t mean someone couldn’t take on the LA on design details or process…
