This is 90% a non-story. But I thought I’d leave it here as the lad whose image is at the centre of this was killed by a driver some months ago.
If the dad wants to defeat his own objective here, by pissing off the authorities, he’s going the right way about it by (i) installing this sign ahead of permission being received and (ii) stirring things up in the media when a comment (which could have been better worded) by the Town Council is made – the thrust of which he says has no objection to.
It’s now with Folkestone & Hythe BC to determine.

While we await the “I’m prepared to go prison over this” article, the story begs some interesting questions about public memorials to the deceased – we have them for war dead (not forgetting some pretty striking “fusillé par les Allemandes” memorials in France), we have statues to commemorate individuals for their illustrious achievements; in modern times there’s the spontaneous roadside memorials you sometimes see.How much of this stuff should there be?

Come with me this time to Lymington, well-heeled boating town on the south coast, with its pleasant, wide and in part sloping High Street. On Saturdays, half of it is taken up with a street market, which operates with what seems to be an unofficial road closure. Sundays remain free parking. I don’t know what conditions are like in the week.
In the good old days, it was free on-street up to an hour, now it’s £1.50 for an hour (£3.10 for two), after 20 minutes free, plus the so-called grace period – see interesting official admissions below. All that clock-watching, what a bind – welcome to public transport users’ world, guys.
So the pin-head the traders have got themselves on to here is the £1.50 fee for an extra 30 minutes’ stay that 30% of their weekday car driver customers now have to pay, which all seems too difficult for them to manage so trade is down; but they’d definitely come and put money over the counter if it weren’t for that, yes siree.

A 10-minute grace period is also allowed for which effectively provides a 30-minute maximum free period giving a safety margin for those who return to their vehicles slightly after the 20 minutes permitted.
Detailed parking surveys by Hampshire County Council have shown that that just under 70% of vehicles park for 30 minutes or less. The proposed parking changes, therefore, will mean no change for the majority of users.
