Actually technically students are only allowed to have a car in Cambridge with permission from the University Senior Proctor, which will only be considered if supported by the student's college. However even thirty-five years ago there seemed to be a blind eye policy and as far as I know it hasn't been toughened since. It's a bit like the requirement to spend three-fourths of each term in residence within three miles of Great St.Mary's, nobody checks up.

Correct - you can see this as either an arms race ("I have to drive my kids to school as everyone else does, it's not safe to walk / cycle") or a self-reinforcing strategy.
