Draft guidance/code of conduct for UK AV trials

TL:DR - no requirement for a safety driver to be present in the vehicle. The vehicle can be controlled remotely if appropriate.

One single paragraph in the entire article mentioning vulnerable road users, and only in the context of ensuring proposed trials are communicated/marketed properly.
