The "Idaho Stop" laws allow a cyclist to proceed through a red light when it is safe to do so. They don't legalize what you think they do.
But remember, most people drive huge SUVs now, 2-3 tonnes. Whilst I hold that thought, it mainly seems to be small blonde females behind the wheel...
It's not much of a bollard nor creating a "refuge" if it won't even stop a small sedan. But oh, if they were real bollards SUVs might get damaged...
