It will be an extra burden on the head. Besides, an uneasy feeling will discourage riders. This decision can't be appreciated.

How exactly are you reckless if you don't cycle in a reckless manner? You become reckless when somebody else recklessly hits you but you don't have a helmet? Is that right? Is this really what he's saying?
His helmet couldn't have been that evffective or he wouldn't have that massive cut above his eye. Possibly not wearing the helmet tight enough or pushed back on his head?

I'm a little suprised that the imperative for all cyclists to wear a high vis tabbard or three didn't get slipped in somewhere.
