Far from an expert, but a brief google suggests to me that the article you have linked is wrong – tractors need plates on both sides or on the rear of the vehicle (or rear of trailer, if towing a trailer).

Not only does Jamie not have to pay the £300 fine, the company that tried to charge her has to pay her expenses
Jamie parked near a hospital in Liverpool in September 2021 for a personal medical appointment, but found the machine was broken. She instead bought a ticket over the phone and received a “parking accepted for two hours” text message.
But when Jamie came out of the hospital, she was told her parking had not been “validated” because she didn’t put in her number plate, she claims. She said she wasn’t asked to do this until 12 minutes after receiving the “accepted” text – and didn’t notice until it was too late.
She called customer services but there was no option to speak to a person, she claims. She was put through to an automated system which “hung up” instead, she said.
The parking firm’s lawyers failed to attend the hearing.

Is there so very much to see in Hadleigh and Sudbury? Utter nonsense about prescriptions etc. Impossible to draw a line – if anything, per Cllr Carter, they should keep the first 30 minutes free – but Google “induced demand” first. The best bit is driving to the leisure centre – “staying fit and active”.

How many licence plates do you need on a tractor?
According to the small print in the regs, you need to have one on both sides at the front of the tractor, as well as at the back of the cab. However, almost all tractors just have a rear one, which suggests that there is something of gap out there between theory and practice.

Assuming you’re referring to the tractor, I believe there are slightly different requirements for agricultural vehicles with limited use on public roads. Can’t say for sure whether this tractor is compliant, but equally not confident it isn’t.

I cant believe they spent nearly 4 hrs debating creating a £1 per hour car park charge, it should have been a 5min conversation at most if it needed anything more than rubber stamping.
and it still sounds like theyre creating some horrendous system so parking to pick up prescriptions will still be free somehow !?!
why do people find it so hard to understand using a car should cost them money and not be subsidised?

Only to a degree! He shoud have had the sense to come to Lancashire where all this petty bureaucracy of number plates, VED, MOT etc. has long since been abandoned
