Use them if you need them, the brake shoes might hit the frame without and you might need more than one. They won't destroy your frame in any case
I've always just fitted them, you will might get a little bit of marking on the contact point of the frame but no worse than if you tighen up a flat washer in it's place. The caliper nut doesn't need to be that tight anyway as it's useful to be able to rotate callipers by hand occosionally when the need arises. If you are concerned about marking the frame you could put a bit of protective tape between the frame and washer.
