Do you mean t-shirt or cycling jersey?
Print to order t-shirts are all over the web ... cafepress, vistaprint, etc. etc. Bespoke shirts are less widespread but still a few choices out there. I had one done for my charity rides in 2017, full colour artwork front and back, both sleeves and the sides of the jersey £53 each. Very satisfied with it ...

There are loads out there. A group of us had custom shirts, logos and names for £70 each and they weren't the cheapest
