Whilst I’m taller than you I usually ride a medium mountain frame, which is usually badged as a 19″. My son (who was around your height, now taller than me!) was also able to ride a 19 with the saddle all the way down.
Do you know how to service and work on a bike? Whatever you buy at that price level is likely to need some work doing, and that’s expensive these days in most bike shops.
It might be worth looking around to see if there’s a bike co-op or charity near you which recycles bikes, or a repair cafe where you can potentially get minor things fixed for free. Here’s one near me https://www.newforestbikeproject.org/ but I’m sure there’ll be something close by to you.

That Saracen is a 20″ wheel bike, not a 20″ frame so it’s for kids (probably max height of around 130cm).
The Kona link doesn’t work for me but I think a 16″ frame would be on the small side for your height.kil0ran

I have a couple of issues
I have a couple of issues with that type
(1) It doesn’t work well for bolts which don’t make it easy to see the scale (seatclamp bolts, disc brake calipers in particular)
(2) My ageing eyes struggle to see the scale. That certainly looks better than many but there’s not a big difference between 4,5, and 6 Nm so it’s not the easiest to use. Maybe a shorter handle and a max scale of 6Nm would be better

I would add that before using
I would add that before using this on torque-critical components (e.g. carbon anything) test it on something like your Hollowtech crank bolts. If you’re still not sure and have access to a vise clamp a bit in the vise and use a digital luggage scale to test the calibration.
(linked video is in ‘murican so it’s all in foreign units but the principal is the same)
For Nm a 3kg pulling force on the handle of the Jobsworth wrench is about 5Nm. So if the wrench is set to 5Nm it should click when the force applied by the luggage scale reads 3kg.
Newtons = kgs * 9.8
Nm = Newtons * m
The centre point of the handle on the Jobsworth is about 18cm long so the calculation for a 3kg pull is (3 * 9.8)*0.18 = 5.3Nm

Attached file shows it set to 5Nm – the 4 is visible and the collar has been further rotated to align the 1 with the centre line of the scale. To set it to 4Nm align the zero on the black scale with the centre line of the vertical scale, with the line just below the 4Nm marking visible

I like wheel work but it’s one of those skills that’s both art and practice. You need to do a lot and do it frequently otherwise it’s too time consuming. A bit like setting up a recent Shimano front mech, really fiddly the first time (even my LBS agreed) but by the third or fourth time it’s easier than the older stylekil0ran

Completely agree on that latter point. I was pleasantly surprised on my Defy – external stops and full internal guides for that. Works well although I hate to think how tricky it would be to replace the guides should one tear or get gunked up.

Not helped by the fact I’m running cable discs. And am also tiny-handed so I have the reach adjust on the levers maxed out. Will see how things go and report.
