Someone in the comments speculates that it’s an unmarked police car, which would go some way to explaining why it’s in a pedestrian precinct. Picture is from Google, being the nearest I could get to the scene.

Sorry, back to Bourton on the Water as the previously reported eureka! solution now carries a “but not everyone is happy” tab. If you look it up on Google Maps, Meadow Way is incorrectly shown as Bourton Link. Gotta say, it doesn’t look especially wide there.
It just seems ironic that the proposed new coach drop off site next to the care home is pretty much on site of the old train station
