    Edit: I was looking for local newspaper reports of the incident for some BTL comments when I noticed this story. Why isn’t it bigger news in the major press.

    There were 3,552 equine related road incidents, with 68 horse deaths, 125 injured and 139 human injuries last year. The reports show a notable 21 per cent increase in spite of the new rules.
    “I am getting regular reports from customers of all ages about the frightening regularity of drivers speeding past and making dangerous overtakes. This is unacceptable,” she said.”We are all road users and should be working to make it as safe as possible. As riders, we do as much as is physically possible and other road users not doing their part makes it 100 times more dangerous for all.”It takes less than 30 seconds to slow down to 10 mph and give as much room as possible. Horses riding double is becoming a necessity for safety, so please be patient; it is not just for our safety but for yours.

    It is the second phase of the major development on land next to Exeter’s Morrisons supermarket

    Gotta love the comments on this one: 

    “Has the thought occurred to anyone that this idea will restrict those living in this apartment potentially freedom of travel? Where does mental health come into this”

    Schrodinger’s flat dweller simultaneously able to afford / not able to afford one / run a car

    ….and with house prices how they are, if these are even remotely affordable, somebody will end up having to live in them and have this assault on personal transport rammed down their throat.

    There might be another clue

    There might be another clue buried in this 2016 planning application by our Mr Escreet: s15/3510  Proposal: Change of use and alterations to form dwellinghouse (C3) from office use, together with associated formation of vehicular access

    I’ve requested the documents. Google Maps suggests that the house was being refurbished in 2018. Based on no evidence at all, my guess is that in Georgian times the church sold this corner of the land.

    As has been stated, the current Lincolnshire highway map doesn’t claim this passageway way as such.  Looking a the site plan now, it would be interesting to see what vehicular access was formed in 2016. 

    There are two 1700s records in the Lincolnshire archives referring to:

    Property in Alms Lane and Swinegate

    Two houses in Swinegate and Alms Lane

    If you look at the 1900s 1:25″ map, it refers to Hurst’s Almhouses, as does the current map, so there may have been a road to access them, maybe the one under discussion.

    The Land Registry, if anyone’s got £30 spare, might provide some information, but not if the site is indeed unregistered.
