Police and courts essentially impotent in such cases and known to be so. He’s not going to be bothered by the points on the licence he may not have, or any unenforced driving ban, and he’ll soon get over the loss of the scooter by getting another one. The only penalty that would work is the big fine which isn’t going to be imposed. Little wonder that all varieties of motoring offences appear to be increasing. Crisis. What crisis?

The incident involved a black Honda Jazz. One of the pedestrians, a woman from Cambridge, suffered serious injuries and was taken to Addenbrooke’s Hospital while the other, a man in his 70s, suffered minor injuries.
A Cambridgeshire Police spokesperson said: “The driver of the Honda Jazz, a man in his 80s, from Cambridge, stayed at the scene and is helping with officers with their inquiries.
