Bit weird they couldn’t get insured at all. Could it be related to their occupation? I don’t think the article mentions it.

PCNs are a good source of income and there is a lot of automation in the process – initial data uploaded, dvla info obtained, letter sent, online payment, pcn record updated with payment – all without human interventionThen a bit of manual work to chase any debts but when you have statutory powers, it’s a lot easier to enforce.
