Based on the numbers in the article, that’s at least £20 for every time a driver saves ten minutes of the next couple of decades. And I’m being very generous (lowballing the estimate.) It’s probably more like £100, so £600/hr.
Or, it costs close to £40,000 per road user. Would any of them pay that to save ten minutes off their work commute for the next 20 years?

The man who will forever be known as Buck Tarbrush (to anyone who’s seen the movie version of Porridge) demonstrating why failure to stop should, as is the case in many US states, carry an automatic assumption that the driver was avoiding being drink/drug tested and receive the same punishment. Smashing into a line of parked cars, driving off with one of them still attached to his vehicle, either having a serious medical episode (which he would presumably have declared in mitigation) or pissed out of his skull.
