If the two match up then (from a quick Streetview) it seems that the real motivation was less “hey – let’s do this cool new shared space thing!” than a rather more prosaic “if we don’t have footways we can squeeze more houses in to a given plot”. There should be very low speeds but (a) from the article the council didn’t get round to setting any limits yet having not adopted the roads (!) and (b) the usual “have the ability to drive through everywhere” won’t help.
