Do the limit screws first, without cable. You need the H screw set so that the derailleur is very slightly outboard of the bike. Set the L screw so the chain cant go over the top of the biggest sprocket; everything vertically parallel.
Now attach the cable, with the shifter fully released, and the cable slack taken out. Then tune the action by adding a bit of tension via the barrel aduster.

if it doesn't drop onto sprocket 11 with a slack cable, then the limit screw is too high, if it also doesn't go onto sprocket 1 then the cable may be too slack, or the other limit screw might be wrong.
Sounds like you need to fiddle with the limit screws
