Is Shimano’s surprise Tiagra revamp an admission that its CUES project has failed?

Shimano promised to simplify and revolutionise its mid to entry-level components line-up across road and MTB back in 2023... but with the revamp of Shimano Tiagra, it looks like the road groupset hierarchy is, for the most part, going back to how it was (or never really changed in the first place)
