Why does the Sentencing Council persist in ensuring that road traffic offences prejudicial to public safety on the highway should not be punished as ‘real crime’, and proportionate to the harm caused*?

*the national perception that road cycling is too dangerous to consider for local journeys and so the health benefits are only available to ‘the brave’ or reckless, with the resulting public cost of poor cardiac health.
