    That wheel is definitely not round, look at the inside of the rim against the furniture in the background. Get it trued I tell ye!

    Hard to tell from the video but I wonder if the bulge coincides with the valve?  If so your tyre is not seated properly and needs deflating and manipulating into the rim.  Try easing the valve back into the body of the tyre to make room for the edges of the tyre to seat.

     

     

    (When this happens to me I ignore my own advice and just wait.  After a few miles things will have sorted themselves out with no help from me, although I will still take credit for fixing it.)

    I agree with Spangly – looks like the wheel rather than the tyre.

    Try getting the wheel trued

    Try getting the wheel trued first, maybe then the ‘bulge’ will disappear all on its own.
