Mudguard and Pannier mounts

Hi, Is anyone able to help with a bit of home maintenance advice?

After recently having my last commute bike written off after an accident I have purchased a replacement. I went for an Eddy Merckx Strasbourg 71 as I wanted an Adventure bike which I could fit fatter tyres (due to a few injuries) and also because it states it has rack and mudguard mounts.

However, the mounts on the rear seatstays are a bit odd as they are on the upper surface of the stay rather than the side (see bike review link Photo 4 and 7 in the article and attached photo). Does anyone know of compatible mudguards and pannier racks or are there 90 degree angle brackets/adaptors available that can be attached to mounting points?

    Any help/advice/weblinks would be appreciated.

    Thanks

    Tim

I’d say that is only a mudguard mount. There is no way I’d put any weight on that mount. It looks similar to Trek’s hidden mudguard mounts. There doesn’t appear to be any mounts for the rack at the top of the seatstays.
