Tyre clearance

I'm currently running 25mm Schwalbe Ones on my Aprire Vincenza. I'd like to go to 28mm and the frame clearances are all OK except for below the fork crown, where it's a bit tight at 3mm. I'm wondering how the proportions of a larger tyre work out, whether or not I can squeeze anything larger in or if it will be unsafe, even if it fits....
