cycle path closed signs

In my area (East Devon) they have just started on the Jurassic coast, heritage centre thingy. The road that runs alongside it has a pavement and a green cycle path. Ever since the start of the preparations of the build the pavement has been closed due to the 6ft metal building fences being on them, with the bases on the cyclepath There are signs stating that the pathway is closed but no sign stating that the cycle path is closed. So my question is, should there be a sign telling me the cycle path is closed?
