Shocked at the mentality of people.

I couldn’t believe what I was reading.
I understand there are bad drivers , cyclists and pedestrians out there and we all need to use the roads and pavements but surely when you read posts like this it incites pure violence and pre meditated abuse or even murder and manslaughter.
Who do we report these remarks to?
If it happens on twitter and the police get involved then surely they should be involved when someone writes things like this.
