help with new wheels

Hi, I'm in the process of buying a new 'best' road bike and could use some help in choosing wheels - I'm looking for lightweight rather than aero with a budget of ~£500-600 anyone had experience with these?: Shimano RS81 Fulcrum Racing 3s Campag Eurus Campag Neutron Ultra pros and cons very welcome cheers

also please can someone explain what 2-way wheels are ? is it that you can run them with or without tubes?
