How wide can my tyres be?

I have a pair of 'old' Mavic rims that measure about 21mm across the rim. I have a pair of 23mm tyres fitted that I want to replace with something wider for a bit more air volume when I do Nightrider. I was thinking of going to 25mm but should I be OK if I go up to 28mm? I have plenty of space around the forks and seat stays and there is ample clearance inside the brakes which are Campagnolo Mirage.

28’s should be OK provided
28’s should be OK provided your frame can take them.
