How about a columbus Hive?
Got one specced on my rourkie audax build, not based on experience as build not ready till end of this month but seems to fit the bill for what youre after
I Was looking for similar forks as you,but after seeing price went for forks for 25mmtyres.
Probikekit had forks that would take 28 mm

I went for these ones.25mm tyres are fine for me,and forks are really good.

I get 28mm tyres with guards in a Kinesis Tracer. Tapered steerer though.
One variant of the Whisky No.7 fork comes to mind. They say it will fit a 35 mm tire. It's got a straight 1-1/8" steerer, though - so you'll need a corresponding headset bottom bearing if your Kinesis fork had a tapered steerer.
