I have just received some Shimano RS010 wheels for £70. I thought they would be average in quality, but was pleasantly surprised how nice they look, roll OK too.
Schwalbe Durano or Marathon plus for puncture protection
I've only had one puncture in 3 sets of Duranos and that was me not paying attention and running over a drinks can. Equally my gatorskins have been just as good too.

For tyres Durano Plus have super puncture resistance but roll better than Marathons. However, not everyone wants such heavy duty protection. I'm currently using Michelin Pro4 Endurance. The standard Schwalbe Durano seem very similar, both cope with year-round riding on Shropshire lanes.
For me, the biggest issue in winter is not getting punctures. If that's your priority as well then Schwalbe Marathon Plus are great, once you work out how to get them on (hint - toestraps/zipties if you get stuck and need another hand)
For wheels I dunno, what's your budget?
