Derbyshire: action on close pass reports only in “exceptional circumstances”

Op Snap landing page for Derbyshire Police now says “Close pass reports – Whilst all close pass reports from cyclists and horse riders will continue to be reviewed, to remain efficient, effective and comply with national guidance regarding the analysis of video evidence, reports of close passes will only result in a positive outcome, including warning letters, in exceptional circumstances.”

Does anyone know what “exceptional circumstances” actually means? Because zero explanation of that.

In short it pretty much sounds like they are saying “don’t bother sending reports because we pretty much guaranteed don’t care and won’t do anything”. Is that what this is?

Is this walloper going to count as “exceptional” – maybe 20cm clearance and forcing oncoming traffic to stop to not collide with them? My feeling from the disclaimer is this will be seen as normal everyday life-threatening behaviour that they can just delete as if it doesn’t matter.

At least they’re being honest about the lack of enforcement.

The solution to this is to remove responsibility for enforcement of these offences from the police and create a dedicated national agency to deal with it.
