Sloppy headset on Pinnacle Journey 1.0 folding bike

After folding down the steering column, I have tried to tighten the long vertical bolt, but even when very tight, it makes no difference. Advice please. Also, how do you remove the gear change at the back wheel hub? So far, no one has responded. Your help would be appreciated. Thanks.
