Thanks for the post – it did crop up in the live blog (I think?) a couple of days back.  It was trailed in this article some months ago:

It’s not a panacea, it’s not exactly part of a proper “sustainable safety” system.  It may be a sign that the dominance of the “accident or fault” mental model of road incidents is lessening just slightly.  The people involved in the law, road safety and indeed people at large in the UK generally see crashes as unexpected, essentially unforeseeable events.  Either “it just happened / there was nothing that could be done to prevent it” or “an isolated incidence of malice / negligence by someone”.  I think that’s a real hindrance to any effective change. I don’t know if it’s just a symptom / consequence or a contributor to our general view of (motor) transport though.
