Next year Easter is early so it would not be as warm here as southern Spain for sure but for future reference it has everything else you have mentioned...beach location, nice weather, culture, great rides etc.
I came here as a guest originally and now come back every year for months at a time to work as i enjoy it so much. Hotel is a good size, not expensive and family friendly. In April, May and into June and then again in September we operate as a bike hotel but then in Summer months are a busy beach hotel with a strong orientation towards families.
For the culture side, places to look up on Wikpedia are Republic of San Marino, Urbino, Gradara, San Leo amongst others. We visit or pass through these places on our rides but they would also fulfill the needs of a non rider for a look round for sure.

Gonna be honest, I'd be picking somewhere less touristy
My favourite European place to go cycling is a little Greek island called Samos
That telegraph link gives some food for thought - i'd guess southern spain should be warm enough that time of year.
The one thing that is putting me off the Canaries is that my only previous experience of Tenerife was a lads holiday as an 18 year old... it was pretty grim. Bit of a shame to write the whole place off on the basis of a week in Playa de las Americas though. Scenery looks stunning.
Once you get 1 km away from las Americas Tenerife is like old Spain.You don't see any tourists mind the climbing is HARD going.I always come home 10kg lighter and flying.The weather is always brillant
I think your first choice is right.Tenerife is perfect at that time.I was there this march and it was perfect.Los Gigantes or Playa Paraiso on the S.W side are great for both you and the other half.

Personally I have cycled around la manga & marbella but they might not have the culture you seek !
