Given he got the minimum for culpability/harm I don't see it that way.

As said previously sat-nav systems should be made inoperable whilst vehicle is in motion, ie you put your destination in before you set off then when moving the screen goes blank and only the voice prompts you when approaching a turn. If you think you've made a mistake stop then the map will reappear.
If it is illegal to look at an atlas or map/A-Z whilst driving why do we have map displays on sat-navs?
The story has been updated; driver convicted of dangerous driving. Now awaiting sentence.....
