How is David Millar in second place on the Tour?

The majority of the field are at 01" after stage two but Millar is listed as second. Why isn't he one of dozens in equal second? He had a better chance of getting into yellow, if his team can gap the current leader, than others on the same time. Sadly GT is at the very back, hope he recovers soon.
