Talking of Italy, a couple of years ago we went to Umbria (the cheaper version of Tuscany) and there was literally dozens of cyclists passing us every day.
It has loops galore around the valley where we stayed and weather to die for.
Check Gorgacce rentals and look under La Sette Vene, you wont be dissapointed.

If it's something fairly exotic you want, how about the Belvedere Bike Hotel in Riccione on Italy's Adriatic coast? Bike hire sorted, hotel will recommend itineraries etc, it's a stone's throw from the beach and not much further from an airport served by cheap flights from the UK?

Mind you, probably not the best idea with other halves in tow to plan the trip for peak Italian holiday season, Rimini gets absolutely rammed.
I was gonna suggest the Lake District, though at this time of year it doesn't really fit the "exotic" or "sunbathing" parts of the description

Its about 70 miles round the perimeter IIRC and plenty of lovely beaches for sunbathing.
You can even take your bikes.
